Congo's Victory over M23 Rebels Treats Symptom, not Disease

Last week the Congolese government and the UN announced the defeat of the M23 rebel movement. The surrender of M23 marks the end of their one and a half year insurgency. It is the first time Congolese armed forces managed to defeat a rebel group. Many claim that the millions who fled the warzone will soon be able to return home.
